Abstract
This introductory chapters highlights some of the common issues of concern in education systems in western, industrialized societies. Changes in both the basic steering model in education as well as structural changes are being sought to find solutions to old problems and new challenges. Key features are increased local decision making, and more autonomy for schools. This latter implies that it is important to know how schools can shape their own organization so as to meet the demands imposed upon them. This chapter closes with a brief outline of the various chapters contained in this book and an explanation of nomenclature.
