Abstract
Floodplain management is defined, for the purposes of this paper, as the planning for, and regulation of, the location and construction of residential, institutional, and industrial buildings. It is implemented through land-use control ordinances. In the United States, floodplain management is delegated to local government through enabling statutes from state government.
