Abstract
Forestry and hydropower-generation are the major economic activities in Norwegian headwaters. Public concern about environmental issues has a major influence on policy. Norway’s laws regarding these activities aim to foster a balanced development. However, while Norway’s forest resource has doubled in this century, the health of the forest has deteriorated. New hydropower development is also controversial. Since 1986, water quality in lakes and rivers has improved and there has been a significant decrease in sulphate deposition in all parts of the country.
