Abstract
On April 19, 1990, French President Mitterrand and German Chancellor Kohl issued a joint message, declaring that: “In view of the profound transformations in Europe, of the establishment of the internal market and of the achievement of economic and monetary union, we think it necessary to accelerate the political construction of the 12-member Europe.”
