Abstract

This article deals with the external regulation of a large technical system (LTS), the offshore contractor-operated systems of oil production in the North Sea. These systems are often thought of as infrastructures providing input for or carrying important social processes (electricity grids, communication systems) integrated across geographical space. Here we look at the legal and organizational structure of the offshore oil production system as an infrastructure for state strategies of safety and health regulation. One of its properties is that offshore oil activities violate basic assumptions of traditional state regulation in Western Europe.
