Abstract

The spectacular changes in the eastern part of Europe, here collectively referred to as East, since 1989 have ushered many new problems into the arena of international economic relations. Until about 1990, most of these countries1 had been intricately interlinked within the trade and payment, and indeed pricing, regimes typical of the Council for Mutual Economic Assistance2 (CMEA).3 Key factors underlying the pivotal problems with the CMEA and why the latter fell apart so abruptly in 1990 without the new leadership being overly concerned about successor trade and payment regimes have been amply sketched elsewhere (as summarized notably in Brabant 1991 a, b, c, d).
