Abstract
In July 1986, during a visit to Vladivostok in the Soviet Far East, Soviet President Gorbachev proclaimed his country’s desire to become more actively involved in the economic growth and dynamism of Asia. He affirmed that the Soviet Union wanted to re-establish itself as an Asian power, willing and capable of participating in the phenomenal growth of the region. Soviet-Asian relations began to improve noticeably that year, though Japanese-Soviet ties remained strained due to the long-lived territorial dispute over four islands north of Japan.
