Abstract
The increases in the development of river valleys and the growing utilization of this areas result in the flood losses growing from a decade to a decade. No wonder, then, that this state of affairs triggers an increased interest -especially intensified after a flood -among local communities, administration and politicians, in various types of flood protection systems. The discussions are usually concentrated upon various designs of such systems, their costs, necessary legal and organizational changes... Yet, the crucial role is played by the problem of evaluation of the activities protecting people and their belongings from floods.
