Abstract
Rapid urban and sub-urban development is occurring across much of the northern New Territories of Hong Kong, accentuating existing flooding problems caused by inadequate drainage infrastructure. Basin Management Plans have been developed to respond to this immediate need as well as the potential long term development in the catchments. The paper describes how the structure of these plans was determined, and some of the techniques employed in their preparation.
