Abstract
The Kennedy Hearings heightened public awareness of the infant formula controversy. The period between the conclusion of the Kennedy Hearings in May 1978 and the enactment of the Code in May 1981 was marked by intense activity in the United States and in Europe. The activists had gained further credibility for their position, and the companies had seen an erosion in theirs. The infant formula controversy had become broader in scope by including the expressed concerns of the activists. From their viewpoint, the issue life cycle had already entered the problem identification stage and was moving toward the remedy and relief stage. They were now poised to build on the momentum already gained and accelerate the process.
