Abstract
Benchmarking is not measurement itself but a process of establishing gaps in performance and as such ensuring that an action plan is put in place to close identified gaps and measured to verify. As illustrates, continuous improvement, although a positive process, may have limitations in so far as the improvements achieved may not be adequate for establishing high competitive standards. The process of benchmarking, however, ensures that continuous improvement is seen externally in terms of the competitive standards it achieves
