Abstract
With 47 nuclear power plants and 70 percent of their electricity generated from these plants, France’s nuclear power industry is second in size only to that of the United States (Emel et al., 1990; Kemp, 1989). In addition, France has pursued the development of a full cycle of nuclear fuels production and reprocessing (Emel et al., 1990). The nuclear power industry in France is highly centralized. Electricite de France (EDF), the government-owned electric power provider, is the sole customer for nuclear domestic power plants (Emel et al., 1990). This industry is overseen by Compagnie Generales des Matieres Nucleaires (COGEMA), a subsidiary of the Commissariat a l’Energie Atomique (CEA). The CEA is responsible to the Ministry of Industry, Telecommunications, and Tourism (Emel et al., 1990).
