Abstract

The Oslo cordon toll scheme was introduced in February 1990 as a financing scheme. Consequently the scheme was designed in such a way that it would minimize the impacts on traffic. The introduction of the scheme coincided with other factors that had an impact on the supply of transport and the demand for travel.
