Abstract
The first part of the paper reviews two empirical surveys, covering 1987 and 1991, respectively, of the use of financial instruments and economic incentives in environmental policies of OECD-countries. It turns out that the use of economic incentives is limited, however with the second survey indicating an increase in official interest in such instruments.
