Abstract
The Treaty on the non-proliferation of nuclear weapons has been in force for nearly 25 years. Nuclear safeguards under the NPT have been implemented by the International Atomic Energy Agency during this period. A substantial experience database has been accumulated through the application of IAEA verification activities. The development of appropriate infrastructure (internal and external to the IAEA) and tools (instruments) have been essential elements in the evolution of an effective and efficient safeguards system.
