Abstract
This paper presents a summary of observational factors which must be considered and satisfied by any successful hypothesis for the origin of the diffuse interstellar bands. Included are a brief summary of some of the proposed carriers, a lengthy itemization of observational “facts” or trends regarding the behavior of the features, and a proposed checklist that could be used as a screen for proposed carriers. We conclude with a list of cautions for observers and others who may wish to propose new mechanisms for diffuse band formation.
