Abstract

Bill Clinton was elected President of the United States at least partially on the basis of his promise to reform the American health care system. As things stand now, no one doubts the need for reform. In a nutshell, the present system is expensive (accounting for about 14% of the Gross National Product); ineffective (the health of U.S. residents does not measure up statistically to the residents of similarly developed nations); and incomplete (over 14% of U.S. citizens lack health insurance).
