Abstract

The complex situation which confronts Research and Development in the countries of Eastern Europe within the general context of efforts to create an open society of free initiative economy is now well-known. There is also clear evidence that, within the community of these states, there is no uniformity in this complexity. Diversity of cultural and economic heredity, as well as the time passed from the beginning of the transition are some of the reasons. Consequently during the period of very dramatic and rapid changes, it may be premature as well as, unrealistic to rely on well — established models of western democracies — the final point to be achieved.
