Abstract
Turkey had started to implement an export oriented liberal economic policy in 1980. Turkish exports rose from 2.5 billion US$ to 12 billion US$ within ten years by capacity utilization and productivity increases of the existing industries. By the end of 1993, Turkish exports reached 15 billion US$ and Turkish imports reached 29 billion US$. Share of consumption goods within the total exports is more than 50% and the trend shows a slow down. A consensus occurred between public industry and university to increase exports by giving high priority to high technology sectors. This required a critical evaluation of Turkish education and Research and Development System.
