Abstract
In this article, the author presents a descriptive survey of China’s policies in the field of lifelong education in the 1980s and early 1990s, undertaken as part of the country’s overall drive towards modernization. With the second largest illiterate population in the world, one of China’s highest priorities is the promotion of literacy, and a variety of initiatives with this aim have been launched at national and local level. In China, the concept of lifelong education is taken literally to encompass all ages from infancy onwards. Recognizing the importance of the family, and especially of the mother, in educating the young, China has created a programme for strengthening family education through workshops, lectures, advisory services and the mass media. The author goes on to survey recent policies in primary and secondary education, vocational education, workers’ in-service training, continuing education for specialists, and the development of a radio and television university, the expansion of evening classes and correspondence courses, education for the aged, and examinations for independent learners.
Zusammenfassung
In diesem Artikel beschreibt der Autor in einer Übersicht Chinas politische Maßnahmen hinsichtlich lebenslanger Bildung in den 80er und frühen 90er Jahren. Diese Maßnahmen waren Teil der allseitigen Bemühungen des Landes in Richtung Modernisierung. Mit der zweitgrößten nicht lese- und schreibfähigen Bevölkerung in der ganzen Welt ist die Förderung der Alphabetisierung eine der höchsten Prioritäten Chinas, und zu diesem Zweck wurde eine Vielzahl von Initiativen auf nationaler und lokaler Ebene ins Leben gerufen. In China wird das Konzept lebenslanger Bildung buchstäblich angewendet, um alle Alterstufen von der Kindheit an aufwärts einzubeziehen. In Anerkennung der Bedeutung der Familie und besonders der Mutter, hat China bei der Erziehung des Nachwuchses ein Programm zur Verbesserung der Familienbildung durch Workshops, Lesungen, Beratungsdienste und die Massenmedien konzipiert. Der Autor befaßt sich anschließend mit den jüngsten politischen Maßnahmen für Primär- und Sekundarbildung, Berufsbildung, Fortbildung für Arbeiter, Weiterbildung von Spezialisten, Entwicklung einer Rundfunk- und Fernsehuniversität, Erweiterung des Angebots an Abendklassen und Fernkursen, Bildung älterer Menschen und Prüfungen von außerhalb der Bildungsstätten Lernenden.
Résumé
L’auteur nous donne un aperçu descriptif des politiques en matière de formation permanente dans la Chine des années 80 et du début des années 90, qui avaient été adoptées dans le cadre d’une campagne nationale de modernisation. Avec un taux d’analphabétisme venant en deuxième place à l’échelon mondial, l’une des priorités essentielles de la Chine réside dans la promotion de l’alphabétisation, et un ensemble d’initiatives a été lancé dans ce but aux niveaux national et local. Dans ce pays, le concept de formation permanente est pris à la lettre afin de toucher toutes les générations, dès le stade de la petite enfance. La Chine a reconnu l’importance de la famille et en particulier de la mère dans l’éducation des jeunes et a mis sur pied un programme pour renforcer l’éducation parentale, mettant à contribution ateliers, cours, services de documentation et mass-media. L’auteur fait ensuite le tour des mesures dernièrement adoptées en matière d’éducation primaire et secondaire, de formation professionnelle et en entreprise, de formation continue spécialisée, ainsi que pour la création d’une université radiotélévisée, l’augmentation des cours du soir et par correspondance, la formation des personnes âgées, et des examens destinés aux autodidactes.
