Abstract

Japan has been deeply influenced by the idea of lifelong education, as advocated by several international agencies including UNESCO and the organization for Economic Cooperation and Development. All over the world since the early 1970s the idea of lifelong education has been recognized as a “governing idea of educational policies for the future” (Faure 1972). It was expected that, as the reorganization of educational systems proceeded, lifelong learning would become increasingly firmly established.
