Abstract
It is important to realize at the outset that the intensity of cosmic radiation recorded at the earth is controlled, particularly for low energy particles (i.e. E < 1010 eV) by the degree of solar activity, the so-called solar modulation process (to be discussed later). In fact it is not absolutely clear whether at any time during the solar cycle the full galactic intensity of the cosmic radiation is recorded.
