Abstract
The oil accident off Santa Barbara offers an interesting study in public reaction. It was massive, unexpected, and produced consequences which were quite apparent to the general public. And it lent great emphasis to hearings on oil pollution legislation which were just then before the Congress. By contrast, the far-reaching pollution of our total global environment by various kinds of poisons has produced no such dramatic effects and certainly not any equivalent amount of public reaction.
