Abstract
Whoever was the real beneficiary of the crisis, it was not the Austrian state. It was soon obvious that nothing had changed, that, in the words of Metternich’s contemporaries, “the state machine was panting along in the old track, guided by no one, checked by no power, driven by nothing but itself according to the law of inertia” 1.
