Abstract
On February 14, 1958 Iraq and Jordan signed an agreement creating a federal union of the two Kingdoms.1 A Constitution of the Arab Union was promulgated on March 29, 1958.2 Both documents stated that each of the two states would maintain its sovereignty and identity. Article II of the Agreement states: “Each of the two states reserves its integral state entity, its sovereignty, and its existing government.” In a similar vein, the same article stated:
With due regard for the provisions of this Constitution, each member state of the Union will maintain its independent international status and its existing system of government.
