Abstract
It might be well to begin by setting down in general terms some of the basic problems and considerations that motivated the PML Coding Group. Later we can and will elaborate on these problems and considerations and give a more formal treatment of them. Still later we shall furnish a detailed formulation of topics of interest. Finally, we shall re-examine the problems and considerations from the vantage point of our results and attempt to summarize gracefully the essence of our concerns.
