Abstract
Measurements of ULF fluctuations at several HEOS-2 polar cusp crossings are described. A possible source of the fluctuations appears to be a Kelvin-Helmholtz instability exited at the cusp boundary by velocity shear in the ion flow. The influence of this instability on the gross properties of plasma flow in the cusp region is discussed.
