Abstract

This paper is concerned with the treatment of multiple objectives in strategic policy-type decision making in private or public enterprise. Keeney and Raiffa (1972) have referred to the difficulty of identifying objectives and measures of effectiveness in public policy decisions and obtaining the required statements of preference. The first and often most difficult step in the strategic planning process of the firm is considered by many to be the specification of objectives or the development of arguments in the corporate utility function (Cohen and Cyert, 1972) .
