Abstract

Risk assessment in the Ukraine has undergone an essential evolution from the concept of “zero risk” to the concept of acceptable minimum risks and to the concept of sequential approximation of absolute safety. However the approaches utilized in risk assessment do not take into account the unique characteristics of catastrophes such as Chernobyl. Such examples demonstrate that the risk assessment’s theory of probability cannot be correctly utilized in unique disaster situations.
