Abstract

Considered a few years ago as only futuristic projects, Reusable Launch Vehicles (RLVs) have become in the United States, and elsewhere in the world, the subjects of important national and private investments in research and development. At the same time, governmental agencies, especially in the United States, are taking the first steps towards an innovative RLV regulatory system. As prototypes will give way in the next decades to a new generation of potentially diverse launch vehicles, new international policies and regulations will have to be created to give a common framework to this growing and diverse industry.
