Abstract
By the end of the twentieth century, most countries recognised that the environment had undergone significant environmental damage, and they made the first steps to identify and eliminate various causes of pollution. The first experience in remediating environmental damage was directed at former Soviet military bases, and was begun in 1991 after Soviet troops left Hungary. Countrywide co-ordination was necessary in setting up the list of priorities and identifying, assessing, and characterising polluted areas. This national program was begun within the Ministry for Environment. To coordinate the program, the Environmental Remediation Program Office was created in the Institute for Environmental Management.
