Abstract
The ionization structure in a CDM-dominated universe is calculated self-consistently by solving 3D radiative transfer equation for UV photons. It is found that the reionization of a clumpy universe is quite sensitively dependent upon the intensity of the UV background which is thought to be attributed to quasars. If the universe is photoionized overall at early epochs by quasar light, the formation of subgalactic objects like dwarf galaxies could be strongly suppressed. Hence, in the light of the present luminosity function of galaxies, the formation of quasars should not be much earlier than the formation of galaxies.
