Abstract

The Chairman cited lessons learned from large US government investments in programs:

  • In general, research investments create opportunity windows, but only for a limited time

  • Even if the original research goals are not reached, industrial spin-offs can still make the research successful

Keeping these lessons in mind, the Chairman suggested as a discussion framework the creation of a list of opportunities and barriers for near term and long term applications that would have the economic potential to create viable new industries.
