Abstract

To present a geographical perspective on ICM in France requires a two-way approach: from top-down capacity building to a bottom-up expression of existing conflicts. In France, policy is largely made at the national level, and it can be said that the role of administrative bodies is essential in the process, despite the fact that, two decades ago, a new emphasis on decentralization appeared.
