Abstract
In recent years, the trend toward globalization and the regionalization of economies has affected both the relationships between countries and the policies and institutional arrangements that individual countries establish to deal with rapidly changing conditions. Countries have implemented a range of economic agreements (e.g., multilateral free trade agreements (FTAs), economic fora, and bilateral agreements) in response to globalization, and these agreements have in turn influenced institutional structures and decision-making processes at multiple levels within and among nation states (Trebilcock and Howse, 1995).
This paper is the author’s introductory framework research to a current study. The author thanks the Intergovernmental Océanographic Commission, UNESCO for financial support in the form of a Study/Research Grant. The author also thanks Elizabeth Borkowski for her comments and editorial work.
