Abstract

The United States in 1996 enacted a law entitled the Antiterrorism and Effective Death Penalty Act of 1996 which included a requirement for the Secretary of Health and Human Services to establish a list of biological agents that have the potential to pose a severe threat to public health and safety and to establish regulations to address the transfer of such agents. These draft regulations were published in the Federal Register on 10 June 1996 and the final regulations published in the Federal Register of 24 October 1996 with an effective date of 15 April 1997; all transfers of the listed agents — — now known as the select agents -- must comply with the complete documentation and registration requirements on or after that date. The select agent and laboratory registration programme is administered by the Centers for Disease Control and Prevention, Office of Health and Safety located in Atlanta, Georgia. This chapter describes the select agent and laboratory registration program.
