Abstract

In Britain, the association between ‘racial problems’ and urban policy has a long history. In this chapter we look back over the last thirty years of intervention in the inner city, in England and Wales, and ask whether this has served to empower minority ethnic groups and reduce social exclusion or to maintain and deepen existing inequalities in society?
