A Land Use Policy for the Less Favoured Regions of the European Economic Community

Abstract

Less favoured regions in the sense of Article 3 of Directive 75/268/EEC comprise about 27% of the total utilised agricultural area and about 17% of all farms of the Community. Because of difficult physical, structural, demographic, economic and other factors, farm incomes in those regions are low by comparison with those in the better regions, while the resulting income disparity tends to get progressively wider over time. This relative decline in the income situation has inevitably given rise to large scale depopulation of the farming and rural areas concerned, thus putting their long term viability, particularly of those which are dependent on an agricultural economy, very much in doubt.
