Abstract
The Joint Session in Montreal did not attempt to draw any conclusions, or to draft any recommendations. There was no time for such an effort in a crowded, one day program. The following day, however, in a special open evening session, Frank Drake and myself summarized the results of the meeting for the general membership of the I.A.U. and we made a first attempt to draw some general conclusions and point toward advisable strategies. This is a more formal, though by necessity somewhat subjective attempt to do the same, using not only the oral presentations and discussions from Montreal, but also the more detailed written expositions included in this Volume.
