The research plan describes the capture and utilization of information and gives a detailed structural and procedural description of the observations to be obtained. The plan is also an expression of the value of the investigation. Elements involved in the planning process are

    identification of the existing facts and theories

    translation of the concepts involved to related measurement sets

  3. 3.

    formation of hypotheses through rearrangement of the measurement sets

  4. 4.

    evaluation of the hypotheses in terms of relevance, innovation, and feasibility.
