Abstract

About 3% of Americans have mental retardation and developmental problems, of which 3,000,000 are children and adolescents. There are 126,000 babies born each year who will have some degree of mental impairment. Fortunately, for 95% of them the impairment will be minimal to moderate, but those with severe problems will command an inordinate amount of medical care and educational resources.
