Abstract
The first international programme on marine sciences within the framework of UNESCO was worked out in 1966 simultaneously with the establishment of the International Consultative Committee on Marine Sciences, which later on, during two international conferences on oceanographic investigations (Paris, March, and Copenhagen, July, 1960) came to a conclusion about the necessity of more energetic governmental support of cooperative oceanographic investigations and the creation for this purpose of an intergovernmental organization.
