Abstract
The cement industry is one for which an international study presents fewer problems than with many other industries. It has a relatively homogeneous product and employs a common body of technology to which there are few barriers to diffusion. For the cement industries in the four countries studied, France, Germany, Italy and the United Kingdom, there are also similar histories of private market regulation in the first half of the 20th century. Since the Second World War however, the national governments have differed in their approaches to private market regulation, and the four countries illustrate a wide span of experience in public and private control [1].
