Abstract

This paper identifies a key problem in the allocation of energy resources, namely the misperception of car running costs by motorists. The paper shows that motorists perceive only a quarter to a third of even the marginal costs of motoring (petrol and oil) using the evidence of cross-sectional and econometric time series techniques. The resultant resource implications are explored and compensating measures proposed including the use of cost meters. Finally, a proposal for research into car running cost meters is made in order that the resource allocation improvement and energy conservation potential of meters can be established.
