Water Resources and Land-Use Planning: A Systems Approach

Part of the book series: NATO Advanced Study Institutes Series ((ASID,volume 11))

Abstract

This paper gives an analysis of the main obstacles to a more widespread use of normative models in water resources policy formulation and management. These obstacles are put under three headings : inadequate optimization criteria, mediocre or incomplete data, unfavourable institutional framework.
