Abstract

The developing countries face great challenges today. Population growth is excessive, resources are scarce, technology is outdated, the labor force is untrained, and capital formation is weak because of low income. These countries pay for imported capital since they must pay for the high import cost of energy. On the other hand, they allocate large sums of money for military expenditures even though their own people are starving.
