Abstract

A major objective of education policy in Britain since the war has been to achieve an approximate uniformity in the standards of educational provision across local authorities. Such an objective can be defined in a number of ways: in this paper we adopt what might be described as a ‘minimal’ definition, namely the equalisation of educational inputs per pupil year.1 While there is no doubt that the gross inequalities of the past have been reduced, substantial variations in expenditure (per pupil year) remain.2 The purpose of this paper is to explore the causes of these variations and to draw some rather tentative implications for policy.
