Abstract
In their study of community college finance Nelson and Breneman arrive at what they call an ironic conclusion. They conclude that contrary to the general notion a low tuition policy is vulnerable on equity grounds. They conclude that their analysis suggests that a higher tuition policy combined with higher aid is not only the pricing policy supported by most economists on efficiency grounds but is also the most equitable one.
