Abstract

In this approach the problem of evaluation is converted into a problem of testing scientific hypotheses. For example, evaluation of a guaranteed annual income policy is turned into a test of an economic hypothesis about labor force participation. In such applications the assumption is made that the needs of science and those of policy making are parallel.
