Abstract
The term policy evaluation is used in this study to mean the appraisal of policies in the light of data collected by standardized research procedures. The appraisal is guided by one or more of the following values: inclusiveness of coverage, adequacy, equitableness, appropriate citizen involvement, and effectiveness. Elaborations of these terms and justification for selecting them are developed in the first part of the study.
